What percentage of people vote on identity (candidate's race, age, gender) rather than the issues? Is it legitimate to vote on identity over issues?

I think 80% of the population that does vote, vote on identity. I also think that it is sometimes legitmate to vote on identity because with race comes trials and tribulations, with age comes wisdom, and experience and with gender comes political differences. But then again people should also think about the issues because the issues counts more than anything.
I believe that the majority of the people vote on identity rather than the issues. Most people dont care or take the time out to become politically informed, they just go off what they hear and agree with other people opinions.
